On October 1, U.S. District Judge Haywood Gilliam in California blocked enforcement of President Trump's $100,000 H-1B fee and its one-year extension, ruling agencies skipped required rulemaking. It is the second court block. Indians made up about 70% of approved H-1B petitions in recent USCIS data. Labor's inspector general has also signaled the program could look very different within a year.
