Description
Max Shreck is a wealthy businessman trying to corner the market on Gotham's power supply who is suddenly presented with a wonderful opportunity: use the crass but devious "Penguin" as his own puppet in the mayoral election. However, all of the animals are let loose and he's forced to contend with a penguin, cat, and bat.
