Normative vs Positive - Why EM Struggles with Reality

Emergency preparedness communications are normative - they tell a story of the intent of professionals to help, all the wonderful things they have done to be ready to assist, but almost all of the communications lack positivism - they don't tell the reality of municipal emergency management.  The limitations, the extent to which they can provide services to the community and they fail to publicly identify the point at which they are no longer available to assist and therefore citizens are on their own.  That point is critical, it formulates the start point of individual emergency preparedness plans - where do we need to be, to take care of all out animalistic needs while the municipal government is elsewhere, doing more important things than reducing me.
There are limitations, extents to which the government capacity is exceeded and therefore unavailable to the public.  I think that's critical to know, and we are not being told.
