Russia's post Communist democratic reforms in the 1990's gave the country a representative form of government with a relatively free press. But under Vladimir Putin's 22 year rule, the country has slipped back into an autocratic style of governance. Professor Pankina recounts how the Communist regime absorbed many of the governing structures of the Tsarist era which continue to influence Russia's civil society even to this day.
