But assuming there's a divided government with Republicans in control of the Senate, could a Biden White House have a productive legislative relationship with Congress? Do the Senate backgrounds of the President-elect and Vice President-elect Kamala Harris help them or hurt them? How do the relationships they've forged in Congress play into the equation?
