Why does Donald Trump continue to view Ukraine through the lens of corruption? And how much of that perception may trace back to one man—Paul Manafort?

In this interview, I speak with Mark Musser, who has lived and served in Ukraine since 1998, about the political history that shaped Ukraine before Russia's full-scale invasion.

I trace the surprising connection between Viktor Yanukovych, Paul Manafort, and Donald Trump. Manafort helped rehabilitate Yanukovych's political image after the Orange Revolution, eventually helping him return to power. Years later, Manafort became Trump's campaign chairman.

Could Trump's understanding of Ukraine have been shaped by people whose experience came from an earlier, more corrupt, pro-Russian Ukraine?

I also examine Transparency International's corruption rankings. In 2014, Ukraine ranked 142nd and Russia 136th. In the more recent figures discussed in this interview, Ukraine had improved to 104th while Russia had fallen to 157th.

The critical question is whether perceptions formed years ago still influence American policy toward a country that has changed significantly.

And there's a larger strategic issue: If keeping Ukraine in Russia's political orbit repeatedly produced instability, revolution, and war, why would returning Ukraine to that orbit produce peace today?
