Two More Ships Attacked NATO Waters—But Where Is the Response?
Description
I examine the reported drone attacks on the merchant vessels Chelsea-3 and HS Dignity off Bulgaria’s Black Sea coast. Chelsea-3, a Ukrainian-owned, Maltese-flagged cargo ship, was reported roughly 33 kilometers offshore, and all 15 crew members were evacuated. A second vessel was reportedly sunk, with one sailor rescued. Bulgaria notified NATO and the European Union, launched search-and-rescue operations, and sought help identifying the drones.
I separate what is known from the still-unproven attribution while assessing why Bulgarian officials say the attacks benefit Russia. Neither vessel was reportedly sailing to or from Ukraine: Chelsea-3 was bound from Turkey to Moldova, while HS Dignity was traveling from Algeria to Romania. I also trace the reported pattern near Bulgarian and Romanian waters, the rise in shipping-insurance and oil-supply risks, and the central deterrence question facing NATO and the EU: can condemnation and surveillance alone protect Black Sea commercial navigation?
