At roughly 491,000 metric tons of U.S. diesel consumption per day, the initial 300,000-ton volume would equal only about 14 to 15 hours of American supply—even if it could be delivered directly to the United States.

I also walk through the 2022 Ending Importation of Russian Oil Act, which bars direct imports of Russian energy unless strict conditions are met, and the reported temporary OFAC license allowing supply to the global market. Ukrainian strikes have reportedly damaged Russian refineries, storage sites, and export infrastructure, raising further questions about Moscow’s available diesel capacity.
