Hamas Governance Stalls Reconstruction Plans
Samuel Ben-Ur and Bill Roggio: Ben-Ur details how the Board of Peace unveiled a two point five billion dollar reconstruction plan for Gaza, which remains completely stalled because it requires Hamas to disarm and relinquish power. Hamas exhibits no intention to surrender its arms. Internal Hamas elections for its Gaza political chief resulted in a stalemate between factions backed by Doha-based leaders Khaled Mashal and Khalil al-Hayya. Meanwhile, the Board of Peace has completely excluded UNRWA from reconstruction efforts.
