Kamala Harris is escalating the fight over election rules, arguing that Republican-backed changes—including voter-roll maintenance and the SAVE America Act—threaten voting rights. The SAVE America Act would require documentary proof of U.S. citizenship to register for federal elections, photo identification to vote, and regular reviews designed to remove noncitizens from voter rolls. Trump also attempted a major change to mail-ballot handling through the Postal Service.The resulting USPS rule would have required specialized barcodes, approved ballot-envelope designs and voter information uploaded to a Postal Service system. The Supreme Court blocked implementation for the 2026 midterms; Justice Brett Kavanaugh wrote that USPS may ultimately possess statutory authority, but states did not have sufficient time to implement the rule this election.
