Governor Newsom's veto of AB 1329 last October didn't kill SIBTF reform, it redirected it. Instead of a narrower legislative fix, the Governor ordered the Department of Industrial Relations and the Division of Workers' Compensation to build a comprehensive overhaul as part of the 2026-27 budget process, and the trailer bill language that came out of that process in February goes considerably further than the bill that got vetoed.
