The TopCat AI Signal Report 110
By 2027, 40% of enterprises will demote or decommission autonomous AI agents because governance gaps are discovered only after production incidents occur. Gartner’s warning is that organizations often treat governance as binary—either fully trust an agent or lock it down—rather than matching controls to the agent’s autonomy, access, and business impact.[cio +1]

What “demote” means
“Demote” does not necessarily mean abandoning AI. It can mean moving an agent from autonomous execution to a more controlled role:
• From automatically sending external messages to drafting them for human approval.
• From directly changing customer records to recommending changes.
• From deploying code to generating pull requests for engineers to review.
• From making financial decisions to preparing analysis for a manager.
Gartner’s core message
The problem is not that AI agents cannot be useful. It is that companies often deploy them before building the operating controls around them.
