Tiffany Vulcain grew up neglected by her parents, cycled through group homes and juvenile detention, spent her teenage years around gang life, and hit the streets on her own after turning 18 before a credit card scheme and the wrong group of people produced a five year federal prison sentence — and had to give birth in one of the most isolating and most institutionally indifferent environments available.
