Jointly released by seven departments, including the Shanghai Municipal Commission of Commerce, the plan sets a goal of increasing the city's service trade volume to $270 billion by 2027 and surpassing $300 billion by 2030.

该规划由上海市商务委员会等七个部门联合印发；计划提出，2027年上海服务贸易总额达到2700亿美元，2030年突破3000亿美元。

The plan calls for the development of service trade related to the AI industry, attracting global companies and institutions to establish AI R&D centers, opensource platforms and joint laboratories in Shanghai, and building an open innovation ecosystem.

规划提出发展人工智能产业相关服务贸易，吸引海内外企业与机构在沪设立人工智能研发中心、开源平台以及联合实验室，搭建开放式创新生态体系。
