Melbourne Lord Mayor Nicholas Reece is accused of breaking an election funding promise of $6 million over four years to the Salvation Army for homeless support services. Major Brendan Nottle says the Salvos have received no funding and will be forced to close their café's dinner service and street feeding program at the end of September.
