Russian security officials have described an explosion at a restaurant in Moscow, which killed three people, as an act of terrorism. They have not yet said who they believe to be responsible, but there is speculation of a link to the war in Ukraine.

Iran says it is in the "final stages" of talks with Oman over management of the Strait of Hormuz.
