Two Upper Hutt ratepayer advocates were stunned after a uniformed police officer arrived unexpectedly at their home following a complaint from mayor Peri Zee about their communications.

Paul and Kate Fabian, who run ratepayer advocacy group NZ Empowered, were surprised when the police turned up at their door - but the case was later closed after it was determined no criminal harassment offence had occurred.

Paul Fabian says this experience was 'off-putting' and it's left the pair feeling anxious after the fact.

"They turned up with my wife just at home, she was sick at the time...we didn't know why, we didn't understand the reasons for this over there. It was a bit unnerving."
