美国总统特朗普多次表明,他认为字典里最美的词就是关税。在去年1月20日宣誓就职美国总统后的游行活动中他甚至直言,字典里最美的三个词,第一是上帝、第二是宗教,第三就是关税。
继去年4月推出、并在今年2月被美国法院裁定违宪的“解放日”关税后,特朗普上个星期再度依据美国《1974年贸易法》第301条,以“强迫劳动”为由,对全球60个贸易伙伴征收10%或12.5%的关税。其中,英国、欧盟、印度尼西亚、马来西亚、台湾等12个美国贸易伙伴被课征10%关税;新加坡、中国、日本、韩国、澳大利亚等多数经济体则被课征12.5%关税。
特朗普以“强迫劳动”加征关税,究竟是不是“欲加之罪,何患无辞”?利用301条款及“强迫劳动”的理由加税,在美国法律上是否会更站得住脚?这12.5%的关税又会对新加坡产生什么影响?
