After decades working on the production side of the film industry, first-time candidate Cevin Cathell says she wants to bring the organizational and budget skills she learned professionally to the task of representing District 5 on the Santa Barbara City Council. In the wide-open three-way race, she opposes rent control and most new taxes, and favors experimenting with allowing cars back on several blocks of upper State Street.
