China has released a "carbon peak" action plan for the 15th Five-Year Plan period. The plan sets a 2030 target to cut carbon intensity by 17% from 2025 levels, and raise the non-fossil fuel share in total energy consumption to 25%. What does this roadmap tell us about China’s next phase of decarbonization?
