בחמישי דפ' דברים מדובר אודות מ"ש הקב"ה לבני ישראל (ע"י משה רבינו) שהוא לא יתן להם את ארצות שעיר עמון ומואב, ובמילא שלא יגעו בזה וכו', משא"כ את ארץ סיחון ועוג וכו'. ומזה התשובה לטענתם של ה"רגשו גויים" אשר בני ישראל גזלו מהם את ארץ ישראל והיא לא שייכת לבנ"י: עליהם לדעת שבזמן שהוריהם וזקניהם היו פראים ואוכלי בשר-אדם ללא הנהגה בצדק ויושר, הנה כבר אז לימדו את בני ישראל להתנהג עפ"י צדק ויושר ומה שלא שייך להם אלא לאוה"ע‏ – ‏לא לוקחים! ובמילא מובן שארץ ישראל שייכת לבנ"י עפ"י צדק ויושר ואלו שרוצים לקחת מהם חלק מ"שלימות הארץ" ה"ז גזל וכו'.

Chamishi of parashas Devarim states that Hashem told the Jewish people that He was not giving them the lands of Seir, Ammon, and Moav, and therefore they were not to interfere with them, in contrast to the lands of Sichon and Og, which were given to them. This serves as a response to the nations who claim that Eretz Yisroel does not belong to the Jewish people and that they stole it: The should know that at a time when their ancestors were still living as uncivilized cannibals, the Jewish people were already being taught to conduct themselves according to a system of justice and righteousness. Whatever did not belong to them, they did not take, and they took only what they were rightfully given by Hashem. Therefore, those who seek to take away any part of the Land from the Jewish people are engaging in theft and the opposite of righteousness etc.
