President Donald Trump declined to sign a bipartisan housing bill approved by overwhelming majorities in Congress, saying he was protesting until lawmakers pass the SAVE America Act. Under the Constitution, the legislation became law without his signature because he neither signed nor vetoed it while Congress remained in session.
