בהקדמה לספר החינוך מביא הפסוק [בשישי דבפ' מסעי] "שש ערי מקלט תהיינה לכם" כסימן לה"שש מצות תמידיות". וצ"ל למה בחר לזה פסוק המדבר אודות התיקון על "מכה נפש בשגגה" (ולא פסוק כמו "ששה משמותם על האבן וגו'" המדבר אודות אבני האפוד שהם "לזכרון.. לפני ה'" וכו')?! אלא שהיא הנותנת: ענין המיתה הוא ענין תמידי שבא לעולם "בעטיו של נחש" ויהי' עד הזמן ד"ואת רוח הטומאה אעביר מן הארץ". ועד"ז ברוחניות: בעשיית חטא, שעי"ז נעשה חסרון ב"הדבקים בה'", נחסר בחיותו של עושה החטא – "מכה נפש", אלא שזה "בשגגה" – בגלל שהיצה"ר מפתה אותו כאילו אינו נעשה נפרד עי"ז מאלקות. ואח"כ "עולה היצה"ר ומסתין" וטוען שהוא "גואל הדם" וכו'. ומכיון שענין זה הוא ענין כללי בעבודת ה' שיהי' עד הזמן ד"מצוות בטלות לעת"ל", ולכן התיקון הזה הם ה"ששה מצוות תמידות" שעי"ז ניצולים מעונש של גואל הדם וכו'.

The introduction to the Sefer HaChinuch states that a mnemonic for the six perpetual mitzvos is the verse (in shishi of parashas Masei) “…they shall be six cities of refuge for you.” The reason the Chinuch choose a verse about the remedy for an unintentional killer rather than a verse discussing something more positive and holy (such as the verse, “…six of their names on one stone,” referring to the stones of the Ephod, which serve as “a remembrance before Hashem) is as follows: Death is a constant phenomenon that was introduced to the world “through the counsel of the serpent,” and will remain until Hashem removes the spirit of impurity from the earth. Similarly, in a spiritual sense, when a person commits a sin, his spiritual life force is diminished – it is a form of “killing.” However, it is an unintentional killing, because the person is tricked by the yetzer-hara who deceives him into thinking that the sin won’t separate him from G-dliness. Then, after the sin “The yetzer-hara rises up and accuses,” claiming to be the “blood avenger” and so on. Since this is a general and ongoing issue in Divine service, and one that will continue until the time when “the mitzvos will cease in the future era,” the appropriate remedy is the six perpetual mitzvos, which protect a person from the punishment of the blood avenger etc.
