A trailblazer in Los Angeles politics, Billy Gene Mills, 96, passed away at home, leaving behind a legacy of groundbreaking service. Elected to the City Council in 1963 as one of the first three Black councilmembers, he also became UCLA Law’s first Black graduate in 1954 and later served as a civil rights attorney. During his tenure, he helped rebuild South LA after the Watts Riots by championing paved alleys and streetlights. Appointed to the Superior Court by Governor Reagan in 1974, Mills continued his public service until his death. He is survived by five children, nine grandchildren, and two great-grandchildren — a true pillar of progress and justice.
