בהתחלת הסליחות דשבעה עשר בתמוז אומרים "חרבו שלף האויב .. להיות עוללים ויונקים מוכנים לטבח" (ר"ל). והענין ברוחניות: שבמקום לחנך עוללים ויונקים עם תורה שהיא "חיינו ואורך ימינו", ועם מצוות עליהם נאמר "וחי בהם" – מחנכים אותם לבטלם מלימוד התורה וכו'! ומזה ההוראה שעל כאו"א לעשות כל התלוי בו בכל התוקף שיהי' "מפי עוללים ויונקים יסדת עוז" שעי"ז יפעלו "להשבית אויב ומתנקם", ועוד ברגעי גלות האחרונים יהי' "ולכל בני ישראל הי' אור במושבתם", ויקויים היעוד ד"והיו מלכים אומניך ושרותיהם מניקותיך". והמעשה הוא העיקר: על כאו"א להשקיע א"ע בזה ולפעול ביתר שאת ויתר עז, לקשר כל "עולל", מיד ברגע שנולד, עם תורת חיים, ולנצל את ימי הקיץ לענין זה. שזוהי ה"נקודה" של "מבצע חינוך" עליו דובר בתוועדויות האחרונות, ומזה באים לשאר ה"מבצעים" וכו'.

At the beginning of Selichos for 17 Tammuz we say: “The enemy unsheathed his sword against us to exterminate us, infants and suckling babies to be prepared for slaughter” (Rachmana litzlan). In the spiritual sense, this means depriving Jewish children of an education in Torah (which is “our life and the length of our days”) and mitzvos (of which it says, “and live by them”). The lesson is that everyone must do everything in his power, and with the fullest force, to “Establish strength out of the mouths of infants and nursing babies,” and thereby “put an end to enemy and avenger.” And already in these final moments of exile, “There will be light for all the Jewish people in their dwelling places,” and the promise will be fulfilled: “Kings will be your nursing fathers and their princesses your nursing mothers.” And “Action is the main thing”: Everyone must devote themselves this task of bringing every Jewish child to the Torah of Life from the moment he is born, and the summer days should be utilized for this purpose. This is the central point of Mivtza Chinuch that was discussed at recent farbrengens, and this leads to all the other mivtzoim etc.
