വീര്യം കുറഞ്ഞ മദ്യ ഇടപാടിന് തുടക്കമിട്ടത് ഒന്നാം പിണറായി സര്ക്കാരിന്റെ കാലത്ത്. 2017 ല് എക്സൈസ് മന്ത്രിയായിരുന്ന ടി.പി രാമകൃഷ്ണനാണ് വില്പ്പനയ്ക്ക് അനുമതി തേടി ബക്കാഡി ആദ്യമായി കത്ത് നല്കിയത്. രണ്ടാം പിണറായി സര്ക്കാരിന്റെ കാലത്ത് മന്ത്രിയായിരുന്ന എം.വി.ഗോവിന്ദനും നല്കിയ കത്തില് മന്ത്രിമാര് തുടര്നടപടിക്ക് നിര്ദേശിച്ചിരുന്നു. മദ്യവില്പനയ്ക്ക് ചട്ടഭേദഗതി നടത്തി വഴിയൊരുക്കിയത് പിണറായി സര്ക്കാരെന്ന് മന്ത്രി എം.ലിജു പറഞ്ഞു.
