In Regional Impacts, Damascus is using Assad-era Decree 66 to detain activists such as Hassan Akkad, who was arrested over social media posts urging wealthy businessmen to honor pledges to rebuild Syria. The decree penalizes slander, defamation, and content deemed a crime against the Constitution, though critics say it has been used to silence journalists and activists who challenge the authorities. An anonymous expert told The Jerusalem Post that the case shows how the regime uses Assad regime laws to prosecute opponents who disagree, underscoring calls for reform of the judiciary. Akkad, founder of the “Give Us the Money That You Owe!” campaign, was arrested after a complaint filed by Syrian journalist Mousa al-Omar. Akkad remains in detention. Across the border, northern Israel faces fears that a Lebanon ceasefire framework, shaped by US policy, could trap border communities in danger.
