Some urban planners say the temporary FIFA changes raise a bigger question: if cities can create safe, walkable, people-friendly streets for major events, why can't they do the same year-round for residents?

After more than a year of declining travel to the United States, there are signs Canadians are beginning to head south again... but the recovery is modest and the overall number of trips remains well below pre-boycott levels.
