Former Cuban President Raúl Castro has been indicted in connection to his alleged role in the 1996 downing of two planes operated by the Miami-based exile group 'Brothers to the Rescue'. Four Americans were killed while flying in civilian aircrafts when a Cuban military aircraft shot their planes down in international waters. It’s the latest flashpoint in the U.S.-Cuba relationship after CIA Director Ratcliffe traveled to the island warning Havana to reform.
