When Winter Storm Fern plowed through Mississippi in late January, the ice storm devastated huge swaths of Mississippi, forcing residents to endure bitter cold during power outages and in some cases, collapsing water systems. Northern District Public Service Commissioner Chris Brown told us this morning that residents in his district are still recovering.
