Dr. Abert Kligman was a professor at the University of Pennsylvania. After discovering what he called "acres of skin" at the Holmesburg prison he decided it was a great place for his experiments. Enter big pharma, the U.S. government and the military; not to stop him but to have him do even more experiments!
