The theory, as expounded by Trump's former strategic adviser Steve Bannon, was that the Trump administration could utterly change America by 'flooding the zone' with so many radical actions that the opposition, and the media, would not be able to keep up. But what Bannon and others forgot was that actions have consequences. And a flood of action could mean a veritable tsunami further down the line.
