Paul Webster, Senior Fellow at the Cicero Institute, joins Newell to discuss Louisiana's "Streets to Success Act" (HB 211), which recently passed by a vote of 70-28. The bill makes unauthorized sleeping in public spaces a criminal offense. First-time offenders face fines up to $500 and/or up to six months in jail.
