The "Streets to Success Act" offers homeless individuals helpful services rather than jailing them

Description
Paul Webster, Senior Fellow at the Cicero Institute, joins Newell to discuss Louisiana's "Streets to Success Act" (HB 211), which recently passed by a vote of 70-28. The bill makes unauthorized sleeping in public spaces a criminal offense. First-time offenders face fines up to $500 and/or up to six months in jail. Repeat offenders face one to two years in prison with hard labor and a $1,000 fine.
