Legal experts say he lacks the authority, and attorney Abbe David Lowell has vowed to fight the move in court. The Congressional Black Caucus called Trump’s actions “a racist, misogynistic, and unlawful attack.” The dispute is now headed toward the courts and could reach the Supreme Court.
