A federal appeals court has halted a sweeping order from a lower-court judge who found that federal immigration officers used tactics that “shocked the conscience” during a Trump-era crackdown in Chicago. While the appeals court blocked the restrictions for now, it also left open the possibility of a narrower injunction as the case moves forward.
