Twenty states and the District of Columbia have filed a federal lawsuit accusing HUD of stripping more than $3 billion in homelessness funding and pushing people out of permanent housing programs. State attorneys general say the administration’s changes violate federal law and threaten access to housing, child care, job training and mental health services for thousands.
