Should some public spaces be dog-free?

The National Botanic Gardens, in Kilmacurragh Co Wicklow have erected a sign warning dog owners to change their behavior or dogs will be banned in the gardens.
The sign explains that due to the ongoing problems with dogs off leads and dog waste that dogs may be banned within the next year. Should more public spaces be dog-free?
