The People's Armed Maritime Militia (PAFMM) . This strategy is part of "grey zone" tactics to enforce territorial claims without triggering open military conflict.  These vessels often anchor side by side in large numbers ( swarming tactics ) to deny other countries' vessels (such as the Philippines or Vietnam) access to coral reefs or traditional fishing areas.
