The time is now 4:01 PM in New York, I'm Noa Levi and this is the latest Israel Today: Ongoing War Report.

In US Military Role, US Secretary of State Marco Rubio said the United States can achieve its objectives in the conflict with Iran without deploying ground troops and expects the operation to conclude in weeks, not months. He spoke to reporters after discussions with G7 foreign ministers in France and said the aims include destroying Iran's missile and drone capabilities and the factories that produce them, as well as degrading Iran's navy and air force. Rubio noted that thousands more troops have been deployed to the region to give the president options to respond to contingencies, but he declined to share operational details. He added, "We are ahead of schedule on most of them, and we can achieve them without any ground troops." Rubio reiterated the three objectives: destroy factories that make missiles, rockets, and drones; destroy the navy; destroy the air force.

In Regional Impacts, the region is feeling the pressure of ongoing hostilities. Dubai isn’t a very walkable city, and Google Maps often shows routes that can’t be traversed on foot. In the UAE, about 5,000 passengers on six cruise ships were stuck in port as airspace was closed and most flights at Dubai International were suspended following airstrikes near Iran and incidents involving intercepted missiles and drones. The Celestyal Discovery remained, for the moment, a floating island of relative calm as passengers carried on with meals and activities. Separately, the United Nations said it is setting up a task force to design a mechanism to keep trade flowing through the Strait of Hormuz, warning that disruptions could worsen global food shortages and energy markets. The project will be led by UN Under-Secretary-General Jorge Moreira da Silva, and will draw on precedents such as the Black Sea Grain Initiative and the UN2720 mechanism for Gaza. Immediate action is essential, the UN said, as disrupted fertilizer shipments and rising energy prices threaten vulnerable countries. Behind the scenes, Gulf states offered mixed signals: Qatar, Oman, and Kuwait are working to promote a quick end to the war, while the UAE, Saudi Arabia, and Bahrain say they are prepared to endure escalation and will not accept a postwar situation in which Iran can still use the Strait of Hormuz as leverage. Any postwar agreement with Tehran, they argue, must permanently limit Iran's missile and drone capabilities and guarantee that the global energy supply is not used as a pressure tool. In Berlin, Chancellor Friedrich Merz expressed doubt that the United States and Israel have a clear strategy to end the war, while Germany said it would be ready in principle to help stabilise the region after hostilities. Berlin has been pursuing diplomacy with Gulf states and within the G7, seeking avenues to influence events, though Merz cautioned the path forward is not straightforward.

In the Conflict with Iran and its Regional Proxies, more than 400 Hezbollah fighters have been killed since the Lebanese group launched its initial strikes in the renewed war with Israel on March 2, according to two sources familiar with Hezbollah's tally. The figure represents the first broad toll disclosed by Hezbollah for its losses in the current Lebanon conflict. Israel’s military has reported higher losses, saying at least 700 Hezbollah fighters have been killed in Lebanon this week, including hundreds from the group’s Radwan Force. Lebanon’s health ministry said Israeli strikes and ground operations had killed 1,142 people in Lebanon, including 122 children, 83 women and 42 medical personnel, a toll that the ministry does not further separate civilian and combatant casualties. The authorities noted the broader tol
