Detectives are investigating the discovery of human remains at a golf course in north-west Sydney, as they continue the search for a grandfather kidnapped in what police believe is a case of mistaken identity.

There's no confirmation of the identity at this stage, but police have been searching for 85 year old Chris Bagzarian, who was kidnapped from his home at North Ryde 11 days ago.

Enquiries led police to a derelict house at Dural, which they say was used by the kidnappers as a base - triggering an extensive search in bushland at nearby Glenorie.

The Victorian Government says it won't hold a state inquiry into "heartbreaking" allegations made against a surgeon, despite a request from the federal health minister.

The state government has reported the surgeon to police, after Four Corners revealed he performed life altering surgery on young women for "severe" endometriosis, when pathology showed they had no trace of the disease.

The state government will however be involved in a review by Epworth Private hospital.

Severe weather warnings are in force, due to a slow-moving weather system and humid air mass bringing heavy rain to central parts of the country.

Rain is set to batter parts of Queensland, New South Wales, and Victoria - causing potential flash flooding.

While severe weather warnings for heavy, locally intense rainfall remains for parts of the NT's Simpson and Barkly districts, and South Australia's North East Pastoral district.
