Part 1 - Neville James is provided an update by Shanell Petersen Communications Director for the Virgin Islands Water and Power Authority as wind and rain caused electrical disruptions around 9:30 p.m. Monday that plunged large swaths of the St. Thomas-St. John District  into darkness. At roughly 7 a.m. Tuesday, Water and Power Authority officials said electrical current had been restored and that pocket outages were related to conditions at individual feeders.
