Government changes mind on disbanding the RSA - why?

Description
Despite previous plans to do so, the Government has now announced that they will no longer be disbanding the RSA. Their original decision followed an independent external review, however their U-turn has left a number of groups disappointed, as they consider the organisation not fit for purpose.
