- Article V of the U.S. Constitution gives states the power to call a convention to propose amendments. It takes 34 states to call the convention and 38 to ratify any amendments that are proposed.
- The United States District Court for the District of Kansas has just handed Article V convention proponents a decisive victory, striking down a provision in the Kansas Constitution that purported to require a two-thirds supermajority vote for the Kansas legislature to apply for an Article V convention to propose amendments.
