A federal judge was left "stunned" and the courtroom in "silence" after prosecutor Lindsey Halligan's office admitted the full grand jury never reviewed or voted on the final indictment against former FBI Director James Comey.
The admission came during a court hearing where U.S. District Judge Michael Nachmanoff pressed the government's legal team on how the indictment was handled.
