It seems that Bertie has fallen head over heels for a girl who serves food at a local coffee shop and also works as a chef for a wealthy old man. Bingo wants to marry her but needs to have his wealthy Uncle up his monthly allowance so he can support her. A plan proposed by Jeeves looks like it might do the trick.
