In many U.S. cities, “driving while Black” incidents— when Black drivers are disproportionately stopped or searched by police — have been rising in recent years. Despite ongoing efforts to promote fair policing and improve community relations, recent data show that the share of Black drivers subjected to traffic stops and issued citations are at a higher rate than white drivers. A recent report out of Baltimore County, MD highlights these persistent racial disparities in traffic enforcement and underscores the need for greater accountability, transparency, and policy reform.
