The Bukele government’s mass “state of exception” launched in March 2022 has authorized sweeping arrests, extended pretrial detention and the suspension of key civil liberties in the name of combating gang violence. While the homicide rate has plummeted and public support remains extremely high, human-rights groups say thousands of people have been swept up arbitrarily, detained without adequate access to lawyers, and held in overcrowded, dangerous conditions.
