These lawmakers claim that cartels operate with the same level of brutality and organization as terrorist groups, and they want to classify them as such—making them legitimate targets for military intervention. The proposals have gained traction among hardline conservatives who see the crisis as warranting an aggressive, extraterritorial response rather than relying solely on law enforcement or diplomatic cooperation with Mexico.

Opponents, including some Democrats and foreign policy experts, warn that such actions could violate Mexican sovereignty, destabilize diplomatic relations, and risk drawing the U.S. into a prolonged regional conflict. Despite these warnings, the idea has gained new political energy following cartel massacres of U.S. citizens and continued fentanyl deaths in America. Advocates of military strikes have called for drone operations, special forces raids, or naval blockades against major cartels like Sinaloa and Jalisco New Generation (CJNG). The Biden administration, while labeling the cartels as a “national security concern,” has rejected calls for direct military engagement, opting instead to enhance intelligence sharing, sanctions, and cooperative enforcement initiatives with Mexico.
