The time is now 4:00 PM in New York, I'm Noa Levi and this is the latest Israel Today: Ongoing War Report.

This is the 4:00 PM hourly news update.

First, the Gaza flotilla situation. After multiple warnings, the first vessels of the Sumud flotilla moving toward Gaza began to be commandeered by the participants. They have posted video messages accusing Israel of war crimes. Communications with some ships were interrupted as Israeli authorities engaged. The Israeli military has offered the flotilla the option to alter course and dock at the port of Ashdod, where humanitarian goods could be transferred to Gaza under our supervision. Reports from Arab outlets indicate that Israeli forces are detaining activists aboard ships that have been boarded. In a formal Foreign Ministry statement, Israel said: “The sole purpose of the Hamas-Sumud flotilla is provocation. Israel, Italy, Greece, and the Latin Patriarchate of Jerusalem have offered and continue to offer a peaceful avenue to deliver any aid the flotilla might have to Gaza. The flotilla refused because it is interested in provocation.” The navy has urged the flotilla to change course, and Israel has reiterated that the flotilla is approaching an area of active conflict and is violating a legal sea blockade. Israel again offered to channel any humanitarian assistance through safe, legal routes.

Turning to developments on Iran and its allies. In a move that complicates Western efforts to enforce Iran-related sanctions, Russia’s ambassador to the United Nations said Moscow does not recognize the return of United Nations sanctions on Iran and will not necessarily enforce them. The United Nations had reinstated an arms embargo and other restrictions connected to Tehran’s nuclear program through a snapback process prompted by European powers. Tehran has warned it would respond harshly to the reinstatement. The exchange underscores the broader international contest over Iran’s nuclear activities and the capacity of allied powers to implement centralized restrictive measures.

Meanwhile, Italy’s foreign minister conveyed that Israeli authorities assured him the Israeli armed forces would not use violence against activists aboard the flotilla heading toward Gaza. Antonio Tajani said the boarding was planned and that he discussed it with Israel’s defense leadership to ensure no violent action would be taken by Tel Aviv’s forces. The comment highlights ongoing diplomatic effort to temper clashes during the flotilla episode and to preserve a degree of coordination among international partners.

In broader regional diplomacy, Qatar’s Emir Sheikh Tamim bin Hamad al-Thani spoke with United States President Donald Trump about the plan to end the Gaza war. The Emiri Diwan stated that Sheikh Tamim reiterated Qatar’s support for peace efforts and expressed confidence that the countries backing the plan could reach a just settlement that guarantees regional security and stability and protects Palestinian rights. The conversation reflects continued engagement by Gulf states and Washington in efforts to stabilize the area and to shape the post-conflict governance framework.

On a separate track, coverage of the Trump peace plan circulated widely in analyses and reporting. A number of observers described the plan as setting a difficult course for the Palestinian Authority’s return to Gaza. The plan envisions an immediate end to the Gaza conflict and the release of hostages, paired with conditions the Palestinian leadership would need to meet, including reforms and recognition of Israel in a form that some Palestinian officials view as a non-starter. The plan would position Gaza under a transitional, international framework with a vetted Palesti
