Russia launched the largest air attack of the war so far, damaging a government building for the first time, and killing more Ukrainian civilians. While President Trump says he is now ready to move to a "second phase" of sanctions on Moscow, despite the Kremlin claiming that sanctions could never force them to change course in the war. Michael Kofman, a senior fellow in the Russia and Eurasia Program at the Carnegie Endowment for International Peace, joins the show to tell us where things stand on the battlefields.
